Short answer: if you reply to customers from the free WhatsApp Business app on your phone, nothing has changed and you pay nothing. The new charges are for the WhatsApp Business Platform (the API used by chatbots and messaging tools). From 1 October 2026, Meta charges ₹0.115 plus GST for each reply after the first 1,000 a month per number, and utility messages like booking confirmations are charged again inside the 24-hour chat window. Chats that start from click-to-WhatsApp ads are still free during the free window.
Many headlines this month said "WhatsApp Business messages are now paid". That's only half true. Whether it affects you depends on which WhatsApp your business uses, and for most small businesses in Kerala the answer is: it doesn't.
Here's what actually changed, what it costs in rupees, and what to do about it.
What changed on 1 October 2026?
Meta changed the pricing of the WhatsApp Business Platform. Three things are different now:
- Replies are charged. Meta calls these service messages: the normal replies a business sends within 24 hours of a customer's message. Each business phone number gets the first 1,000 free every month. After that, every delivered reply is charged.
- Utility messages inside the 24-hour window are charged again. These are booking confirmations, reminders and order updates. They had been free inside the window since July 2025.
- No payment method, no replies. Businesses had to add a payment method by 30 September. If an account still doesn't have one, Meta stops delivering its service messages.
Messages your customers send you are still free. Meta only charges for messages your business sends, and only when they are delivered.
Does this affect the WhatsApp Business app?
No. There are two different products, and this change is only about one of them.
| WhatsApp Business app | WhatsApp Business Platform (API) | |
|---|---|---|
| What it is | The free app on your phone | WhatsApp connected to a chatbot, CRM or a provider's dashboard |
| Who uses it | Most shops, clinics, freelancers and small teams | Bigger teams, chatbots and bulk reminders |
| Cost | Free | Charged per message your business sends |
| Changed on 1 October? | No | Yes |
A quick way to check: if you or your staff type replies in the WhatsApp Business app on a phone, you're on the app and nothing changes. If your messages go through a chatbot, a CRM or a dashboard from a WhatsApp provider, you're on the Platform, and the new charges apply.
How much does a WhatsApp Business message cost in India now?
These are Meta's India rates per delivered message, before 18% GST:
| Message type | What it's for | Rate |
|---|---|---|
| Service | Normal replies within 24 hours of a customer's message | First 1,000 a month free, then ₹0.115 |
| Utility | Confirmations, reminders and updates | ₹0.115 (now charged inside the 24-hour window too) |
| Authentication | One-time passwords (OTPs) | ₹0.115 |
| Marketing | Offers, announcements and newsletters | ₹0.8631 |
If you use a WhatsApp provider, they usually add their own fee on top of Meta's rate, so check their price list too.
A simple example
Say a clinic's appointment chatbot sends 4,000 replies in a month from one number. The first 1,000 are free. The other 3,000 cost 3,000 × ₹0.115 = ₹345, plus 18% GST (₹62.10). That's about ₹407 for the month, before any provider fee.
For most small businesses, that's a small bill. It adds up for busy chatbots that send three short messages where one would do.
Are click-to-WhatsApp ads still free to reply to?
Yes. When someone messages you from a Facebook or Instagram ad that clicks to WhatsApp, Meta opens a free window (its pricing page says 72 hours), and the messages you send in that window aren't charged. That didn't change on 1 October. The one exception is replies written by Meta's own AI business agent, which are charged separately.
From my own work, the message charge is the smallest part of the cost. At the agency, when we ran click-to-WhatsApp campaigns for a skin clinic in Bangalore, each WhatsApp conversation cost ₹62 to ₹97 in ad spend. Next to that, ₹0.115 a message is nothing.
The bigger question is still whether those chats turn into customers. For a group of allergy clinics in Kerala, they didn't, and moving to lead forms worked much better. I wrote about that in my WhatsApp ads vs lead forms case study.
What should you do now?
- Check which WhatsApp you use. If it's the app on your phone, you can stop here.
- Make sure a payment method is on file. On the Platform, your WhatsApp account needs a payment method in Meta's Billing Hub (in Meta Business Suite). If a provider manages it, ask them to confirm. Without it, your replies stop.
- Ask your provider for two numbers: how many messages you send each month, and what they charge on top of Meta. That's your real cost.
- Cut extra bot messages. Combine two or three short replies into one, use buttons and lists instead of back-and-forth questions, and switch off "we received your message" auto-replies nobody reads. Every delivered message counts.
- Don't move replies to marketing templates to "save" money. A marketing message costs ₹0.8631, about 7.5 times a service reply.
- Clinics: keep templates factual. Under the NMC advertising guidelines 2026, doctors and clinics can't promote offers or discounts, so stick to reminders and useful information.
Who will notice the new charges most?
Businesses that send a lot of replies through chatbots or support teams: online stores answering order questions, hospitals with appointment bots, and institutes handling admission enquiries. A clinic or shop replying by hand on the WhatsApp Business app won't notice anything.
If you're not sure whether your WhatsApp setup, ads and follow-up are working together, I can go through it with you in a consultation.

FAQ
Is WhatsApp Business free in India?
The WhatsApp Business app on your phone is free to download and use. The WhatsApp Business Platform (API), used by chatbots and messaging tools, charges for messages your business sends. From 1 October 2026, replies after the first 1,000 a month per phone number are charged too.
How much does a WhatsApp Business message cost in India from October 2026?
Service, utility and authentication messages cost ₹0.115 each and marketing messages cost ₹0.8631 each, before 18% GST. The first 1,000 service messages each month per phone number are free. WhatsApp providers may add their own fee on top.
Are chats from click-to-WhatsApp ads still free?
Yes. Messages you send in the free window after someone messages you from a click-to-WhatsApp ad are not charged. This did not change on 1 October 2026.
Do I pay when customers message my business?
No. Meta only charges for messages your business sends that are delivered. Messages that customers send to you are free.
What happens if my WhatsApp API account has no payment method?
Meta stops delivering service messages once they become chargeable, so your replies won't reach customers. Add a payment method in Meta's Billing Hub, or ask your WhatsApp provider to confirm one is on file.
